Authorizes the University of California Regents, California State University Trustees, and California Community Colleges Board of Governors to develop student service programs on each campus for students with financial need who are exempt from nonresident tuition under Section 68130.5.

Student service programs must identify volunteer service opportunities, be administered as part of campus financial aid services, and offer grants, fee waivers, or reimbursements for educational expenses.

Eligible students may participate regardless of immigration status if they meet additional requirements adopted by their respective segment.

Establishes that personal information collected from program applicants and recipients is confidential, cannot be disclosed without written consent, and may only be used to determine eligibility or administer the program.

Makes legislative findings that confidentiality protections balance the public's right to access governmental information with the need to protect participants' personal information.
