Requires UC service contracts valued at $100,000 or more annually to include competitive bidding for any amendments, renewals, or extensions that reach the $100,000 threshold, effective January 1, 2019.

Mandates bidders on specified service contracts certify that employees working more than 10 days annually receive total compensation packages that do not undercut by more than 5 percent the average compensation of UC employees performing comparable work at the same location.

Requires bidders to certify they have not been found liable in the prior five years for violations of specified labor and wage statutes exceeding $20,000 or 0.3 percent of annual gross revenue, whichever is less.

Allows contract amendments, renewals, and extensions without new bidding only if: statutorily exempt, approved as fair and reasonable with required certifications, or originally anticipated in the bid solicitation or limited to completing original work within one year or adding no more than 30 percent (up to $250,000) to the original contract amount.

Requires UC to include average per-employee compensation calculations for comparable work in contract solicitations and disclose bidder records to the public under state public records law.
