Requires the State Water Resources Control Board to analyze how nonflow measures and adaptive management can contribute to achieving water quality objectives when adopting water quality control plans that impact stream flow.

Requires each regional water quality control board to perform the same analysis of nonflow measures and adaptive management contributions when adopting or amending water quality control plans affecting stream flow.

Mandates that contributions from nonflow measures and adaptive management be accounted for in any water quality control plan or amendment that has an impact on stream flow.

Clarifies that these amendments do not grant additional authority to the state board or regional boards beyond existing law.
