Establishes a program allowing partial removal and conversion of decommissioned offshore oil and gas platforms into artificial reefs, with platforms incorporated into California's Artificial Reef Program.

Requires the Ocean Protection Council to determine whether partial removal provides a net environmental benefit compared to full removal, including consideration of air quality and greenhouse gas emission impacts.

Allocates cost savings from partial versus full removal among the California Endowment for Marine Preservation (85%), General Fund (10%), Fish and Game Preservation Fund (2%), Coastal Act Services Fund (2%), and adjacent county (1%).

Makes State Lands Commission the lead agency for environmental review under the California Environmental Quality Act for projects involving state waters.

Expresses legislative intent to end offshore drilling in California and establishes a startup funding mechanism through the Special Deposit Fund to support program implementation by the Department of Fish and Wildlife, Ocean Protection Council, State Lands Commission, and Coastal Commission.
