California State University must publish uniform application, admission, and freshman class profiles on its website by July 1, 2018, and annually thereafter, including standardized test scores and grade-point averages in Common Data Set Initiative format.

University of California must submit an annual report to the Legislature by July 1, 2018, and each July 1 thereafter containing uniform application, admission, and freshman class profiles with standardized test scores and GPAs in Common Data Set Initiative format, and post the report on its website.

Both institutions must present admissions data in composite form and broken down by in-state, out-of-state, and international students.

In-state students are defined as all students who qualify for in-state tuition.
