Prohibits suspensions for willful defiance or disrupting school activities for pupils in kindergarten through grade 5 beginning July 1, 2019, and expands the prohibition to grades 6-8 until July 1, 2023.

Prohibits recommending expulsion based on willful defiance or disrupting school activities for all pupils in kindergarten through grade 12 beginning July 1, 2019.

Applies the same suspension and expulsion prohibitions to charter school pupils in the same grade ranges as traditional public schools.

Encourages school districts to provide alternatives to suspension or expulsion using research-based frameworks that improve behavioral and academic outcomes.

Reflects legislative intent to create safe and supportive learning environments while allowing pupils to attend all remaining classes from which they have not been removed for disciplinary reasons.
