Requires integrated resource plans to meet greenhouse gas emissions reduction targets and prevent cost shifting among load-serving entities.

Specifies that no state reimbursement is required because any costs incurred by local agencies or school districts result from creating new crimes, as violations of commission orders are criminal under existing law.
