Raises the advertising threshold for vessel repair, maintenance, and alteration work from $20,000 to $1,000,000 for the Golden Gate Bridge, Highway and Transportation District.

Maintains the $5,000 threshold for advertising other construction, repair, maintenance, and alteration work, requiring publication in at least one newspaper and one trade paper of general circulation.

Authorizes the district to use informal bidding for construction work with estimated expenditures not exceeding $50,000, and vessel repair work not exceeding $1,000,000, if an ordinance governing contractor selection is enacted.

Allows the Golden Gate Bridge, Highway and Transportation District to contract with suppliers of goods and services without competitive bidding by participating in contracts let by other public entities and agencies that expend public funds.

Preserves existing emergency contracting authority allowing work without advertising or competitive bidding when the district complies with emergency contracting procedures.
