Ratifies the amendment to the tribal-state gaming compact between California and the Federated Indians of Graton Rancheria, executed on August 18, 2017.

Exempts specific actions from California Environmental Quality Act (CEQA) review in deference to tribal sovereignty, including execution of the amended compact and related intergovernmental agreements.

Exempts on-reservation impacts of compliance with the amended compact terms from CEQA requirements.

Clarifies that CEQA exemptions apply only to actions expressly listed and do not exempt cities, counties, state agencies, or other jurisdictions from CEQA requirements for other projects.

Takes effect immediately as an urgency statute to enhance economic development and self-sufficiency of the tribe.
