Authorizes the Governor's Office of Business and Economic Development to develop and disseminate information about place-based economic development programs, including federal Promise Zones and Opportunity Zones, through its website and outreach activities.

Requires the office to provide information about how designated local jurisdictions and census tracts were created, where to access additional resources, and updates on federal programs as they become available.

Mandates the Governor's Office convene at least annually with representatives from state and federal agencies to discuss leveraging Promise Zones and Opportunity Zones for community and economic development needs.

Annual convening topics shall include enhanced engagement opportunities and targeted outreach to help designated areas access state resources and services.

Defines "California Opportunity Zone" as a census tract designated by the U.S. Treasury under Internal Revenue Code Sections 1400Z-1 and 1400Z-2, and "California Promise Zone" as a community designated by the U.S. Department of Housing and Urban Development.
