Establishes administrative penalties of up to $5,000 for first violations and at least $5,000 for subsequent violations of commercial feed regulations, replacing previous criminal penalty provisions.

Authorizes the Secretary of Food and Agriculture to issue warning notices in lieu of administrative penalties when violations are minor or unintentional.

Requires violators to reimburse the department for reasonable attorney's fees and enforcement-related costs, with all recovered funds deposited in a continuously appropriated special account.

Authorizes the Secretary to prohibit persons found violating commercial feed adulteration or mislabeling provisions from obtaining a license to sell feed for three years.

Provides due process protections allowing persons to request a hearing within 30 days of penalty issuance and appeal to superior court under Code of Civil Procedure Section 1094.5.
