Requires the electronic benefits transfer (EBT) system to limit online food purchases through CalFresh to retailers authorized by the U.S. Department of Agriculture that comply with specified requirements.

Mandates retailers provide reasonable access to return or exchange food within 4 hours of receipt, meet state and local food safety requirements, and secure in-person delivery signatures.

Prohibits use of CalFresh benefits to pay delivery fees and requires recipients be informed in advance of any delivery charges and agree to pay them with non-CalFresh funds.

Requires immediate reimbursement of delivery fees if in-person delivery confirmation is not obtained.

Expands the definition of "retailer" to include commissaries, community-supported agriculture programs, and restaurants with memorandums of understanding to serve elderly, homeless, or disabled CalFresh recipients.
