CA SB68

Exempts students (except nonimmigrant aliens) from nonresident tuition at California State University and California Community Colleges if they have 3+ years of attendance or equivalent credits at California high schools, adult schools, community college campuses, or combinations thereof.

Requires students to either graduate from a California high school, attain an associate degree from a California Community College, or meet transfer requirements for University of California or California State University.

Expands confidentiality protections for student information obtained during implementation, allowing disclosure only with written student consent or as required by law or court order, except for aggregate data that cannot identify individuals.

Requests the University of California Regents to enact equivalent nonresident tuition exemptions for their students.

Designates this act as a state-mandated local program requiring reimbursement to local agencies if the Commission on State Mandates determines costs are imposed.
