Adds immigration status as a protected characteristic in California's Equity in Higher Education Act, prohibiting discrimination based on immigration status in postsecondary educational institutions receiving state funds or enrolling students with state financial aid.

Clarifies that discrimination protections include perceptions that a person has a protected characteristic or is associated with someone who has or is perceived to have such a characteristic.

Exempts postsecondary institutions from requirement to offer admission or financial aid to nonimmigrant aliens, except students granted T visa or U visa status cannot be discriminated against in admission or financial aid decisions based on immigration status.

Declares that the amendments to Sections 66251, 66260.6, and 66270 are declaratory of existing law rather than creating new protections.
