Authorizes establishment of the Lower San Gabriel River Recreation and Park District through petition or resolution to the Los Angeles County Local Agency Formation Commission by January 1, 2020, subject to the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.

Initial board of directors consists of up to 15 members appointed by city councils of 12 specified cities (Downey, Whittier, Pico Rivera, Norwalk, Santa Fe Springs, Artesia, Bellflower, Cerritos, Lakewood, Montebello, Hawaiian Gardens, and Long Beach), one public member appointed by the Los Angeles County Board of Supervisors, the executive officer of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy, and one nonprofit representative appointed by the board.

District shall promote development of open space and parks along the Lower San Gabriel River, identify funding for revitalization efforts, and acquire, construct, improve, maintain, and operate parks and open space along the river in coordination with the conservancy.

District powers and duties under existing recreation and park district law are subject to review and approval by the Los Angeles County Local Agency Formation Commission upon formation, change of organization, or reorganization.

Legislature finds special law is necessary due to urgent need for local park space along the Lower San Gabriel River; no state reimbursement required as costs result from creation of new criminal penalties.
