Requires the Chancellor's Office of the California Community Colleges to ensure each campus provides a dedicated on-campus Veteran Resource Center to help student veterans transition from military life to educational success.

Mandates Veteran Resource Centers be open 25 hours per week, staffed by veterans whenever possible, occupy at least 400 square feet with full accessibility, and provide academic counseling, peer mentoring, financial aid assistance, career counseling, and access to VA certifying officials.

Allows community colleges to submit justification to the Chancellor's Office explaining why they cannot comply with specific requirements and must demonstrate alternative methods to serve veteran students.

Establishes this as a state-mandated local program requiring reimbursement to local agencies and school districts through existing statutory procedures if the Commission on State Mandates determines costs are mandated by the state.

Addresses needs of approximately 70,000 veterans and active duty service members currently enrolled in California Community Colleges.
