Establishes the Medi-Cal Dental Advisory Group within the State Department of Health Care Services until January 1, 2023 to study and improve the dental fee-for-service and managed care programs.

Advisory group shall work to increase child dental utilization rates to 60% or greater, increase adult utilization rates, and improve oral health outcomes for Medi-Cal beneficiaries based on sound clinical and scientific evidence.

Membership consists of the state dental director, eight Governor-appointed members (including representatives from dental associations, schools, managed care plans, and community clinics), and two legislative appointees representing maternal/child health and consumer advocacy.

Requires the advisory group to submit findings to the Legislature at least annually and directs the department to post findings on its website; prohibits the group from taking positions on legislation.

Members serve three-year terms without compensation but receive per diem and expense reimbursement for meetings and official duties.
