Requires the State Air Resources Board to exempt vehicles owned or operated by state-registered nonprofit apprenticeship training programs from regulations reducing emissions of diesel particulate matter, oxides of nitrogen, and other criteria air pollutants from in-use, off-road, diesel-fueled vehicles.

Maintains exemption from labeling and reporting requirements under Article 4.8 (commencing with Section 2449) of Chapter 9 of Division 3 of Title 13 of the California Code of Regulations.

Provides that if the State Air Resources Board determines implementation would violate the state implementation plan required by the federal Clean Air Act, the board shall delay implementation until submitting an amended state implementation plan to the U.S. Environmental Protection Agency for approval.

Establishes that the exemption applies to equipment used for apprentice training on heavy equipment and cranes, which are used significantly less frequently than typical heavy construction equipment.
