Authorizes California public postsecondary institutions (CSU, community colleges, and UC) to adopt policies allowing innovative pricing techniques and payment options for textbooks and instructional materials.

Allows institutions to consult with students, faculty, financial aid officers, counselors, campus bookstores, and other campus interests when developing these policies.

Requires documented evidence that proposed pricing options would actually reduce costs for students before adoption.

Permits bulk pricing arrangements for materials delivered digitally, through technology, or in print format.

Prohibits policies from violating academic freedom of faculty and does not require students to purchase materials through innovative pricing options.
