Grants state employees who are National Guard or federal military reserve members called to active duty and sustaining a service-connected disability rated 30% or more by the VA an additional 96 hours of sick leave with pay for medical treatment, including mental health treatment

Credits the 96 hours of sick leave on the effective date of the disability rating decision from the VA or the first day the employee begins or returns to employment after active duty, whichever is later

Makes the sick leave available for use for 12 months from the credit date, with any unused leave forfeited after that period

Applies to the existing provision for veterans hired on or after January 1, 2016, which already provided the same 96-hour sick leave benefit

Requires submission of satisfactory proof that sick leave is used for treatment of the service-connected disability, as determined by department rules
