Expands military service leave benefits to certificated employees who are former active duty members of the Armed Forces, California National Guard, or federal reserve component hired or employed on or after January 1, 2017, with a service-connected disability rated 30% or more by the VA.

Certificated employees receive up to 10 days of paid leave for medical treatment, including mental health treatment, for service-connected disabilities.

Expands the same military service leave benefits to classified employees, who receive up to 12 days of paid leave for the same purpose.

Leave credit is awarded on the effective date of the VA disability rating decision or the first day of employment after active duty, whichever is later, and remains available for 12 months before forfeiting if unused.

Allows employees to receive leave credit upon confirmation of disability application submission to the VA, with adjustments made if the final rating decision affects eligibility, and requires submission of satisfactory proof that leave is used for treatment of the service-connected disability.
