Authorizes cities and counties to develop an agricultural land component of their open-space element or a separate agricultural land element, with requirements to identify and map agricultural lands, establish goals and policies for long-term protection, and designate priority conservation lands.

Requires cities and counties to submit draft agricultural land components or elements to the Department of Conservation at least 45 days before adoption, and authorizes the department to review and provide recommendations within 30 days.

Allows the Department of Conservation to award grants to cities and counties to implement agricultural land protection requirements, and requires the department to give priority consideration for grants and local assistance funding to compliant jurisdictions.

Modifies the Farmland Mapping and Monitoring Program to require collection of information on land converted between agricultural categories, and changes reporting deadlines from June 30 to December 31 biennially, beginning December 31, 2018.

Eliminates the requirement that nonprofit organization grant proposals be approved by city or county resolution under the Agricultural Protection Planning Grant Program, and exempts the department's adoption of grant guidelines from the Administrative Procedure Act.
