Exempts three advertising displays within 1,800 feet of the Interstate 8 and State Highway Route 111 intersection in Imperial County from most provisions of the Outdoor Advertising Act.

Requires written consent from both the property owner/controller and Imperial County, and mandates displays be 14 feet by 48 feet, double-sided, free-standing, static, and nondigital structures built before January 1, 1995.

Prohibits displays from advertising alcohol, tobacco, gambling, or sexually explicit material, and restricts advertising to products, goods, services, or businesses made, sold, or located in Imperial County.

Requires the Department of Transportation to determine the displays will not reduce federal highway aid funds or violate federal law before commercial use is permitted.

Makes legislative findings that an exemption is necessary due to unique circumstances in Imperial County and that a general statute cannot be applied.
