SB 746 Summary

• Authorizes persons with outstanding warrants for felonies or misdemeanors to transfer firearms or ammunition to licensed firearms dealers for storage during the prohibition period, in addition to those already convicted of specified offenses.

• Requires new state residents to apply for unique serial numbers within 60 days of arrival for any firearm they previously manufactured, assembled, or own that lacks a serial number.

• Expands procedures for courts and law enforcement agencies returning seized firearms to include ammunition and ammunition feeding devices, effective July 1, 2020.

• Amends firearm manufacturing provisions to specify that persons cannot manufacture or assemble unsafe handguns, and establishes eligibility requirements for obtaining serial numbers including firearms eligibility checks and safety certificates.

• Creates state-mandated local program requirements for law enforcement agencies handling seized firearms and ammunition, with provisions for reimbursement of costs as determined by the Commission on State Mandates.
