Adds persons convicted of soliciting, agreeing to engage in, or engaging in an act of prostitution with a minor in exchange for money or compensation to the sex offender registry as tier one offenders, effective January 1, 2021, with exceptions if the defendant reasonably believed the victim was not a minor or was misled about age.

Requires persons convicted of soliciting prostitution with a minor to provide buccal swab samples, thumbprints, full palm print impressions, and other biological samples for law enforcement DNA identification analysis.

Establishes a three-tier sex offender registration system based on offense severity: tier one (minimum 10 years), tier two (minimum 20 years), and tier three (lifetime registration).

Creates state-mandated local programs requiring police and sheriffs to collect and maintain DNA samples and register offenders, with provisions for state reimbursement of mandated costs if determined necessary by the Commission on State Mandates.
