Eliminates the prohibition on counting vote-by-mail ballots with signature mismatches and instead requires election officials to notify voters and provide an opportunity to verify their signatures before election certification.

Requires election officials to provide notice to voters with mismatched signatures at least eight days before certification, with a deadline of 5 p.m. two days before certification for voters to submit a signature verification statement.

Allows voters to submit signature verification statements by mail, email, facsimile, or in person at polling places or ballot dropoff boxes before the close of polls on election day.

Permits election officials to use signature verification technology and facsimiles, and establishes that signature variations using initials are not grounds for rejection.

Applies the same procedures to ballots with missing signatures, allowing voters eight days after the election to sign the envelope or submit an unsigned ballot statement to prevent rejection.
