Amends Section 670.1 of the Streets and Highways Code to modify permit requirements for improvements to state highways by adjacent property owners and developers.

Prohibits the Department of Transportation from denying a permit application solely because work is not performed in accordance with department-approved plans and specifications, if the improvement would not affect highway operation and complies with local agency plans and specifications.

Maintains existing requirement that permits may be issued only when improvements are required as part of property development and are accepted by the department.

Confirms that road, bridge, street lighting, and signal work performed under these permits are public works subject to prevailing wage requirements under the Labor Code.
