Requires the Attorney General to create Terrorist and Criminal Organization Investigation Teams located throughout California to proactively coordinate efforts against terrorism and criminal activities by specializing in social media forums.

Mandates that Department of Justice personnel receive training on state and federal guidelines, including Part 23 of Chapter 1 of Title 28 of the Code of Federal Regulations, before beginning work under this section.

Specifies that training must cover restrictions, limitations, and standards for targeting individuals and groups, and for security and retention of data obtained.

Adds Title 15 (commencing with Section 14400) to Part 4 of the Penal Code to establish the legal framework for these investigation teams.
