Requires the Department of Veterans Affairs to provide one trained and accredited employee for every five state prisons to assist incarcerated veterans in applying for federal and other veterans' benefits.

Mandates the Department of Corrections and Rehabilitation grant Veterans Affairs employees access to necessary hardware, software, and computer networks while maintaining safety precautions.

Requires both departments to cooperate and collaborate to ensure Veterans Affairs employees have maximum access and effectiveness in assisting incarcerated veterans.

Applies to all veterans and their families who may be eligible for federal or other veterans' benefits while incarcerated in California state prisons.
