Requires the Homeless Coordinating and Financing Council to develop and implement a statewide strategic plan for addressing homelessness by July 1, 2020, including goals, objectives, timelines, and metrics for measuring achievement.

Mandates the strategic plan identify additional funding sources that state and local agencies can use to address homelessness issues.

Requires the council to implement strategic plans by January 1, 2020 to assist federal Housing and Urban Development (HUD) Continuum of Care lead agencies in implementing HUD recommended activities and meeting HUD requirements.

Specifies HUD recommended activities include conducting annual counts of unsheltered homeless populations, raising nonfederal funding, and coordinating with other agencies.

Directs the council to consider establishing a balance of state Continuum of Care areas to reduce administrative burdens on lead agencies, especially in rural areas.
