Establishes the Fireworks Stewardship Program (through January 1, 2024) requiring wholesalers of safe and sane fireworks to be members of a fireworks stewardship organization to obtain or renew licenses beginning January 1, 2019.

Creates a fireworks management charge collected at retail point of sale for safe and sane fireworks, remitted to the fireworks stewardship organization to fund program costs and reimburse the Department of Forestry and Fire Protection by November 1 annually.

Authorizes the State Fire Marshal to transfer commercially viable seized fireworks to the stewardship organization after submission of a stewardship plan, with requirements for safe storage, transportation, and repurposing in compliance with hazardous waste laws.

Requires local jurisdictions to adopt streamlined enforcement procedures for possession of 25 pounds or less of dangerous fireworks and reduces the portion of collected fines forwarded to the state from 65% to 25%.

Directs the State Fire Marshal to convene a task force by January 1, 2021 to investigate illegal fireworks sales and present recommendations to the Legislature, and establishes a local grant program for illegal fireworks enforcement operations.
