Authorizes cost of high school after school program site supervisors to be included as direct services if at least 85% of their time is spent at the program site.

Renames the "summer grant" to "summer/supplemental grant" for the After School Education and Safety Program (ASES).

Revises student member selection process for State Board of Education by requiring state board to notify all school districts of applications, have a screening committee select 12 semifinalists, present semifinalists to California Association of Student Councils for selection of up to 6 final candidates, then state board selects 3 finalists for Governor's consideration.

Expands definition of "immediate family" for school attendance excuses to include parent or guardian, brother or sister, grandparent, or any other relative living in the household of the pupil.

Adds eggs to foods exempted from nutritional fat and saturated fat requirements for foods sold to pupils on school campuses.

Changes requirement that elementary school district names include the county name to allow district naming without county reference.

Extends deadline for Department of Education manual on identifying English learners with exceptional needs from January 1, 2019 to July 1, 2019, with corresponding extension of dissemination plan deadline.
