Enacts the California Internet Consumer Protection and Net Neutrality Act of 2018, establishing net neutrality protections for fixed and mobile broadband Internet service providers in California.

Prohibits Internet service providers from blocking lawful content, applications, services, or devices; impairing or degrading lawful Internet traffic based on content or application type; engaging in paid prioritization; or charging edge providers for delivering traffic to customers.

Bans zero-rating practices (exempting certain traffic from data caps) in exchange for payment from third parties and prohibits zero-rating some but not all content within a category.

Requires Internet service providers to publicly disclose accurate information about network management practices, performance characteristics, and commercial terms to enable informed consumer choices.

Prohibits Internet service providers from offering non-broadband services over the same connection if those services evade the net neutrality prohibitions or negatively affect broadband service performance, while allowing reasonable network management and compliance with emergency services and law enforcement requests.
