Requires the State Department of Health Care Services to adopt the American Society of Addiction Medicine treatment criteria or equivalent evidence-based standard as the minimum standard of care for licensed alcohol and drug abuse recovery or treatment facilities.

Mandates licensees maintain these standards with respect to the level of care provided.

Authorizes the department to implement and interpret requirements through plan or provider bulletins or similar instructions until formal regulations are adopted.

Requires the department to adopt regulations implementing these standards by January 1, 2023.
