Requires the Department of Corrections and Rehabilitation to develop guidelines for inmate participation in preapprenticeship training programs in building and construction trades following the multicraft core curriculum.

Mandates the department coordinate with local state-approved apprenticeship programs and building trade councils to create employment pathways for inmates upon release.

Authorizes the Department of Corrections and Rehabilitation to use design-build contracting or construction manager at-risk contracts for construction projects over $500,000 if it enters a 10-year community workforce agreement with the State Building and Construction Trades Council of California by September 30, 2019.

Requires the community workforce agreement to include provisions encouraging work opportunities for previously incarcerated individuals who completed inmate preapprenticeship programs and a plan for outreach and retention of women and military service veterans in construction trades.

Permits the Secretary of the Department of Corrections and Rehabilitation to renew or modify the community workforce agreement for additional 5-year terms.
