• Prohibits prior underproduction of housing and stable population numbers from being used to justify reductions in a jurisdiction's regional housing need allocation.

• Requires councils of governments to provide data on overcrowding rates for comparable housing markets, define healthy rental vacancy rates as no less than 5%, and include data on cost-burdened households and projected household income growth.

• Expands factors for regional housing need allocation methodology to include lands subject to voter-approved agricultural protection measures and adds new considerations for low-wage jobs, overcrowding rates, and greenhouse gas emissions targets.

• Requires department methodology to allow adjustments for overcrowding, vacancy rates, and cost burden based on total projected households (existing and future).

• Establishes that statutory changes enacted after the department issues a final housing need determination cannot be used as basis for revising that determination.
