SB 83 Summary

• Increases child care reimbursement rates for state preschool programs (effective July 1, 2017) and establishes 12-month eligibility periods without recertification requirements for child development services families.

• Raises funding for county superintendents of schools and modifies CalWORKs regional market rate ceilings for child care services, with rates adjusted by cost-of-living increases starting in 2018-19.

• Expands Charter School Facility Grant Program funding from $750 to $1,117 per unit of average daily attendance (2017-18) and revises school district of choice program rules, extending its operation through July 1, 2023.

• Appropriates $876.6 million in one-time funds to school districts for deferred maintenance, professional development, and technology infrastructure, plus additional appropriations for bilingual teacher professional development, refugee services, and other education initiatives.

• Modifies K-12 High-Speed Network oversight requirements, establishes the Bilingual Teacher Professional Development Program, and makes technical changes to child care licensing, special education funding, and instructional materials adoption processes.
