Defines "digital citizenship" as a diverse set of skills related to technology and social media, including norms of appropriate, responsible, and healthy behavior.

Includes media literacy professional development programs for teachers in the required list of resources.

Addresses concerns about students' inability to critically evaluate media, noting that 82 percent of middle school students struggled to distinguish advertisements from news stories in a Stanford University study.
