Requires the Office of Emergency Services to develop voluntary guidelines for public emergency alerts and warnings by July 1, 2019, in consultation with telecommunications carriers, broadcasters, counties, cities, and disability advocates.

Guidelines must address alert timelines, advance warnings, testing and training practices, multi-jurisdiction coordination, redundancy and multiple alert forms, staffing protocols, accessibility for people with access and functional needs, message templates, and common terminology.

Authorizes OES to condition voluntary grant funding on cities and counties operating alert and warning systems consistent with the guidelines, beginning six months after guidelines are distributed.

Requires OES to develop annual alert and warning training through its California Specialized Training Institute covering Wireless Emergency Alert (WEA) and Emergency Alert System (EAS) equipment, software, and capabilities for reaching people with access and functional needs.

Permits OES to adopt emergency regulations to implement the bill's provisions without following standard regulatory procedures.
