Prohibits the State Lands Commission or local trustees from entering into new leases or conveyances for oil and gas-related infrastructure on tidelands and submerged lands within state waters associated with Pacific Outer Continental Shelf leases issued after January 1, 2018.

Requires the Commission or local trustee to provide public notice and wait 180 days before taking action on applications for lease renewals, extensions, amendments, or modifications for new oil and gas infrastructure construction.

Mandates consideration of whether proposed actions protect the marine environment, provide benefits beyond lease revenues, and will impact oil and gas transportation volumes across state waters before approval.

Prohibits approving lease modifications that increase oil and gas volumes at the same public meeting where first presented, and requires a formal vote with public comment acceptance.

Exempts repair and maintenance activities, safe operation of existing infrastructure, and oil and gas conveyance activities from these restrictions.
