Prohibits the Controller, public employers, and employee organizations from being liable for collecting agency or fair share fees from public employees paid prior to June 27, 2018, and denies standing to employees to pursue claims for refunds of those fees.

Requires state agencies to include evaluation of reasonable accommodation policies and practices in annual reports to the Governor and Legislature on employment programs for individuals with disabilities.

Modifies Kern County Hospital Authority provisions to allow employees hired on or after the act's effective date to participate in the Kern County Employees' Retirement Association, subject to the retirement board's discretion to maintain tax-qualified or governmental plan status.

Requires the Department of General Services to periodically review reasonable accommodation purchasing policies and post biennial reports on acquisitions of services, goods, information technology, and telecommunications for state employee accommodations beginning January 1, 2019.

Appropriates $1,371,000 from federal Department of Labor grant funds to the Department of Industrial Relations in fiscal year 2018–19 for expansion or support of apprenticeship programs and activities.
