Requires courts to determine total class action settlement amounts payable to class members and direct unpaid residues to nonprofits, child advocacy programs, or civil legal services organizations instead of mandated fund distributions, with attorney disclosure requirements for conflicts of interest.

Increases the number of judges in the Court of Appeal's San Bernardino/Riverside division from 7 to 8 judges and increases Riverside County superior court judges from 51 to 53.

Extends court filing fees (supplemental fee of $40, complex case fee of $1,000 with $18,000 cap, and motion filing fee of $60) from July 1, 2018 to July 1, 2023; extends special notice filing fee of $40 to January 1, 2024.

Establishes a pilot program until June 30, 2022 for online adjudication of traffic infractions with ability-to-pay determinations, allowing courts to waive, reduce, suspend, or extend payment, with Judicial Council reporting requirements on January 1, 2020 and 2021.

Appropriates $4,000,000 from the General Fund to expand court interpreter services in civil proceedings and requires Judicial Council to submit long-term fund condition statements and reassess court capital outlay projects by December 31, 2019.
