Authorizes Department of General Services to enter into a lease-purchase or lease-option agreement for a new California Highway Patrol office facility in Tracy, San Joaquin County, designed to seismic safety standards with approximately 25,000 square feet of office space and ancillary facilities.

Expands Construction Manager/General Contractor project delivery authority to include Golden Gate Bridge construction, alteration, repair, rehabilitation, or improvement projects, and adds Golden Gate Bridge, Highway and Transportation District as a regional transportation agency eligible to use this method.

Allows Ventura County Transportation Commission to allocate local transportation fund revenues for City of Thousand Oaks for local streets and roads and other specified purposes, notwithstanding existing restrictions requiring transit-only spending in larger counties.

Caps Department of Transportation's indirect cost recovery charges at 10 percent for self-help counties with dedicated sales tax measures through July 1, 2021, and requires reporting on engineering work performed for these counties.

Imposes an additional $1 transaction fee on vehicle registration and titling services through private industry partners for departmentwide system improvements, discontinuing when sufficient funds are collected or December 31, 2023, whichever occurs first.

Appropriates $8,000,000 to Los Angeles County Metropolitan Transportation Agency for the River to Rails Project to convert abandoned rail right-of-way into an active transportation corridor.
