Approves the memorandum of understanding between the state employer and State Bargaining Unit 6 (California Correctional Peace Officers Association) dated May 14, 2018, for expenditures requiring legislative approval.

Provisions requiring expenditure of funds will not take effect unless funds are specifically appropriated by the Legislature; either party may reopen negotiations if funds are not appropriated.

Allows provisions to become effective if approved by the Legislature in any legislation, not just the annual Budget Act.

Continuously appropriates funds from the General Fund and other sources to the Controller for state employee compensation and benefits if the Budget Act is not enacted by July 1 in fiscal years 2018-19 or 2019-20.

Takes effect immediately as a budget-related appropriation bill.
