Revises provisions for community placement failures and admissions to acute crisis homes operated by the Department of Developmental Services, including the acute crisis centers at Fairview and Sonoma Developmental Centers, with enhanced notification and assessment requirements.

Expands disclosure of confidential information to regional center clients' rights advocates for advocacy purposes unless the consumer objects, and authorizes disclosure for providing authorized advocacy services under specified sections.

Requires use of federal funds from Self-Determination Program participants to maximize participant autonomy and ensure successful program implementation, with department reporting to Legislature on fund utilization in the 2019-20 budget process.

Mandates regional centers post procedures and assessment tools on their websites to determine respite service levels needed by consumers.

Appropriates $1,500,000 from the General Fund to the Department of Developmental Services for a contract with the Best Buddies Program.
