Applies Section 3557 of the Government Code (mandatory meet and confer requirements) to In-Home Supportive Services (IHSS) provider orientations in Los Angeles, Merced, and Orange Counties.

Allows recognized employee organizations to request reopening existing memoranda of understanding or collective bargaining agreements solely to negotiate access to IHSS provider orientations during the period between the effective date and expiration of current agreements.

Permits negotiations of side letters or similar agreements in lieu of reopening existing contracts, with any agreements between employee organizations and public authorities binding on the county where orientations occur.

Provisions become inoperative on July 1, 2021, and are repealed as of January 1, 2022.

Appropriates $10,000 from the General Fund to the State Department of Social Services for implementation purposes.
