Establishes voting system replacement contracts where the Secretary of State reimburses counties on a dollar-for-dollar matching basis for voting equipment purchases, leases, research, and development of certified voting systems, with funding allocation based on county size and voter registration numbers.

Requires the California Victim Compensation Board to consider emotional harm or pecuniary losses incurred by victims related to the identification of the "Golden State Killer" when determining whether to extend filing deadlines, with this provision expiring December 31, 2019.

Extends the deadline for the Department of Veterans Affairs to complete a master plan for the veterans' homes system from July 1, 2019 to December 31, 2019, and requires the plan to be updated every five years thereafter with consideration of facility location, community-based care models, and local employee cost of living.

Adds muffler and exhaust system violations under Vehicle Code Sections 27150 and 27151 to the list of disqualifying conditions that prevent officers from issuing notices to correct violations, requiring a notice to appear instead.

Declares the bill takes effect immediately as budget-related legislation.
