Expands State Capitol Building Annex Act of 2016 to authorize phased projects including a visitor center, relocated underground parking, and ancillary improvements, administered by Department of General Services under agreement with Joint Rules Committee and Department of Finance.

Authorizes State Public Works Board to issue up to $755,591,000 in lease-revenue bonds for Capitol Building Annex projects and up to $422,587,000 for a new state office building on O Street between 10th and 11th Streets in Sacramento.

Creates State Office Building Act of 2018 allowing Department of General Services to construct a state office building to house Legislature and executive branch during Capitol renovation, subject to height limitations and prevailing wage requirements.

Appropriates up to $20,000,000 from State Project Infrastructure Fund to Assembly and Senate Operating Funds for design and construction of west wing modifications, with restrictions on use for historically restored areas unless expressly appropriated by Legislature.

Extends California Environmental Quality Act judicial review procedures to state office building projects and annex-related work with 270-day timeline for case resolution, and exempts projects from State Contract Act and other procurement requirements.
