Establishes a workplace misconduct unit within the Legislative Counsel Bureau to accept, investigate, and provide advice on workplace misconduct complaints and reports in the Legislature

Requires the Legislative Counsel to employ a director, one or more investigators, and additional staff for the unit, with career executive assignments available for director and investigator positions

Mandates the Legislative Counsel to retain a rotating panel of independent experts by contract to review investigations and make recommendations to the Legislature

Appropriates $1,506,000 to the Legislative Counsel Bureau for implementation costs

Takes effect immediately as a budget-related bill
