Adjusts child care reimbursement rates and increases adjustment factors for serving infants, toddlers, children with exceptional needs, and other vulnerable populations, effective January 1, 2019.

Authorizes four financially distressed school districts (Inglewood, Oakland, South Monterey County Joint Union High School, and Vallejo) to sell or lease surplus property and use proceeds to service emergency apportionment loans or fund capital improvements until loans are repaid.

Revises emergency apportionment loan procedures by requiring county superintendents to notify the State Board president and establishing new oversight roles for the Superintendent and County Office Fiscal Crisis and Management Assistance Teams.

Requires Oakland and Inglewood Unified School Districts to develop fiscal recovery plans and makes future state funding contingent on completing specified improvement activities, with appropriations of up to 75%, 50%, and 25% of projected deficits for fiscal years 2019–20 through 2021–22.

Extends timelines for child safety alert system installation in school buses to March 1, 2019 with possible six-month extension; modifies Local Solutions Grant Program reporting to five years; updates Local Control and Accountability Plan template requirements by January 31, 2020; and appropriates $200,000 for LCAP Electronic Template system updates and $21.146 million for Charter Schools Facilities Program.
